This frame is used to report soft error events to the ring error monitor (REM).

Soft errors are supposed not to be caused by hardware errors. If a soft error is detected (by any station), a report is sent to the ring error monitor's functional address.

Isolating errors can be located because they are reported by the next downstream station. Non-isolating errors cannot be located in the same way. (It isn't easy to unterstand that the 'receive congestion' error is classified as non-isolating because this error report frame is sent by the adapter that has congestion!)
