3 destination congestion / receiver could not process the packet
Network / router errors:
1000 unknown error / not specified
1001 checksum error / other error
1002 destination unreachable
1003 packet crossed 15 routers / discarded by 16th router
1004 packet was too large for the local network (packet size restricted);
the 'error parameter' field contains the maximum frame size supported.
