Since Ethernet frames has to be 64 bytes in length at least (18 bytes used by header and trailer), the data field has to contain 46 bytes at least. If the conveyed data are less than 46 bytes, the data field is padded.
The minimum length of 64 bytes results of Ethernet's collision detection mechanism.
